Chapter 33-Post 9/11 and Yellow Ribbon
Policy
Veterans who served on active duty after September 11, 2001, including active duty, retired and separated, Reserve, National Guard, and spouses/dependents of active duty service members, receive Chapter 33 benefits according to the following rates. It went into effect August 2009.

The Post 9/11 GI Bill® does not replace the Montgomery GI Bill® enacted in October 1984. Its purpose is to extend the options available to service members. The student chooses one bill (Chapter) or the other.
The University will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries or other institutional facilities, or require the student to borrow funds to cover the individual’s financial obligation due to the delayed disbursement of a payment by the US Department of Veteran’s Affairs.
Benefits for the Soldier/Student May Include
- Payment of tuition and fees. Benefits expire 15 years after separation or retirement
- The Yellow Ribbon program pays half of any tuition/fees charges not covered by the Post 9/11 GI Bill®. The school matches the other half up to an agreed upon amount. Only students covered at 100% are eligible for the Yellow Ribbon program
- A monthly housing allowance (paid to student)
- Book and supplies are paid up to $1000.00 per year paid directly to the student.
- Other types of assistance such as Hardship Advance. Remember an advance will be deleted from future payments
The VA will pay up to the maximum dollar amount the VA selects per year, then Yellow Ribbon pays half of the remaining balance and the school covers the other half, up to a maximum the University sets. In most cases, Yellow Ribbon will not occur until the spring term.
- Payments to the university for tuition and fees will be paid via electronic fund transfers for each term, after VA receives and processes the student’s enrollment information (VA Form 22-1999, Enrollment Certification) submitted by the institutions certifying official.
- Payment will not be made from invoices or bills.
- Payments will be made individually for each student. No bulk payments to training institutions will be made.
- The VA will mail the School Certifying Official a weekly report known as the Vet Rep Listing Report. This report lists all VA education benefits your students are receiving.
- The student’s application and the school’s certification must both be received at the VA before payment can be made.
